India offered a Ramadan ceasefire in Kashmir. Indian troops would halt all military operations from late November to late December. This is the first time the Indians have made such an offer. The initial response from the rebels was negative.In Kashmir, a fiery battle between rebels and troops left two rebels dead. Some 38 buildings were burned and 25 sheep and horses were killed.
