China has pledged to not help other nations develop and build ballistic missiles. Which China has denied doing this, it has been an open secret for years that China sells missile technology to just about anyone with the hard currency to pay for it. There is doubt that China will keep its word in this area, as it has failed to do so in the past. China was prompted to make the pledge this time to get trade concessions out of the US.
