The Balkans have been in flames for most of the 1990s. Not just the well publicized conflicts in the former
Yugoslavia, but also in most other nations in the Region. Albania has gone
through several periods of civil disorder, which in turn has sent
desperate, and sometimes criminal, refugees into neighboring nations like
Greece and Italy. Romania continues to simmer as the next Bosnia or
Kosovo. With a large Hungarian minority, there has been more agitation and
impassioned rhetoric on the subject of "Hungarian rights" in the past few
years. Despite NATO's best efforts, there is only a fragile peace in
Bosnia and Kosovo.
