Yugoslavia officially joined the Balkans Stability Pact. Essentially, this mean Serbia joined the pact. The Balkans Stability Pact group includes Croatia, Albania, Bulgaria, Bosnia, Romania, and Macedonia. Kosovo and Montenegro have observer status.
