Despite a peace agreement signed in 1994, the UNITA rebel movement and the government have not been able to implement the peace and demobilization. The central issue is money, namely the continued ability of UNITA to control lucrative diamond mines. Over a million people have been killed since the rebellion began in 1975. The fighting began again in earnest during November, 1998.
