Islamic religious scholars allied with the Northern Alliance publicly said that a fatwa (religions writ) against Osama Bil Laden would allow any Moslem to legally kill Bin Laden. Meanwhile, the Taliban summer offensive has created nearly 70,000 refugees, who must now face winter with few resources.
