while israel is not on the list of corrupt nations (it received equal marks with the usa among the contenders for least corrupt, top marks were the scandinavian countries), most of its opponents certainly are. the palestinian pseudo-state amy not have been graded due to its not yet being a state, but it would be closer to the most corrupt list than to the least corrupt list. alos the other states bordering israel that have un observors are also pretty badly off - especially syria and lebanon.
