It seems here that the US is trying to destroy the UN by acting unilaterally. Should US proceed without the UNSC approvement and consent?

YES. The UN became defunct the moment it let in a non-democratic government. Just government requires the consent of the governed, that is not the case for the UN. It is a non-democratic confederation that has no moral authority, thanks to the oligarchies, despotisms and theocracies that are members of it. It needs to be reformed or replaced. And in the interim the US should only use it when necessary, which means ignore it when it comes to Iraq.
