Subject: Terrorist attack on ports and the enviroment

I rather scary idea I had, terrorists attacking oil tankers while they are in port, not out right destroying the vessels but releasing their hydrocarbon cargo into the harbor. Fair enough harbor patrols would quash any plan of this sort, but even if one attack was successful...
