Well, if there is training carrier, there will be more of them, apparently. What would be training for, otherwise ?

The Liaoning is the former Russian carrier Varyag.  The Chinese did not build her, as is implied by the way this is writen. 
 
China does have their 1st domestic carrier under construction, which may also be the source of the confusion.
