Has there been any discussion about USN SH getting CFT's to increase range and free up two more pylons? Also, are there any GE F414 thrust performance improvements in the pipeline??

I believe there was a recent improvement that offered approx a 10% increase in efficiency. But that's pretty much it. In all honesty, with the current budget structure slashing the USAF/USN and increasing the Army, you're either going to see very little until the JSF comes along, or a LOT of minor upgrades and big budget cancellations.
