The solution is simple...
 
All navies repaint ALL of their ships... including fishing and merchant vessels in coast-guard colors.  The rules regarding coast guard vessels cuts both ways; particularly OUTSIDE a nation's internationally recognized 3-mile territorial limit.  If the Chinese vessel radios an order to the other nation's 'coast-guard' vessel, the other ship simply radios the same order back, and continues on their way... Now what, China?  Start shooting?  That's the action China is obviously hoping to create an international incident, that could potentially put one of China's weaker neighbors in the position of starting the war China is certain (At least in their minds) to win.  But that plan does not work if they start shooting first... Check Mate....

The problem with potential South East Asian alliance is, I think, that each country has its own claims, and disagrees with some of the others.
 
I agree that China will be very careful not to disrupt international traffic. That traffic is in their best interest. Yes, they will be very much selective.
