Which of these two island naval bases is positioned better to influence geopolitics when used as a naval base?

There are geopolitical as well as strategic and tactical issues.
 
its pointless to ask "which is positioned better" when there is no context on what the conflict is.

Those bases compliment each other, there is no overlap.  Which is positioned better to influence geopolitics is transitory, changing from moment to moment depending who you are trying to influence at any particular time.

Both are necessary.
