I keep reading about "Japanese kidnapped by North Korean agents", without any reasons given, please could you explain
a) why N Korea did this and
b) why did Japan - if it knew, not declare war / mobilise international sanctions / take other forms of overt action?

A) presumably to teach agents Japanese and Japanese culture to NK agents.. in order to more easily infiltrate Japan. Japan has a number of Korean's living there, and historically, it's been a source of hard currency and smuggling for the North Koreans. In addition to the various U.S. military bases.
B) pt1 - Japan is forbidden under its constitution. pt2. They did - at least more than were all ready in place. The pressure worked to some degree, in that a few were returned. The remainder were 'reported' dead by the North Koreans. No one is entirely sure how many people the North Koreans may have kidnapped.. or if the "their dead" line, is the truth. While the Japanese public is outraged by this, they prefer a more diplomatic course.. and of course, even if aggressive military action was available and legal for them (which it isn't), it wouldn't likely get any of their citizens back. That said, the Japanese coast guard has had a few reported shootouts North Korean "fishing boats" in Japanese waters. They are being more vigilant in their defense.
