Subject: Rumor- China finally to expand to blue water navy - 4 to 6 carrier groups planned

Chinese naval capabilities were primarily littoral defence. A recent meeting has changed the decades old policy. The meeting was in Quingdao. This would be the first major navy since the Soviets to challenge NATO.
