Anyone who expects the US (or ANY nation) to significantly alter the cultural legacy of Afghanistan (which has been generated over several hundred years) in less than 2 years is either looking for a cheap scapegoat, or simply does not know what is involved in changing national cultural behavior on such a massive scale. I vote HRW guilty of both. NewGuy

What Afghan "cultural legacy" has to do with the content of Human Right watch's report? The report of Human Right Watch cretecizes the US for its suport to the Warlords - those who are accused of crimes against innocent Afghans - since 1992 !
