It's possible, were the F22 ever canacelled or reduced to such a state as to be impractical as the premier air dominance fighter, the F15E could become a superior BVR fighter than the F15C. However, the nature of the platform will always put it behind the more appropriately designed F15C in a dogfight. I'd expect the AF to bounce back from a (extremely unlikely) cancelling of the F22 with a "Super Eagle" platform, featuring the engines, RADAR, and electronics (not to mention the missiles, ala AIM-9X) originally developed for the Raptor. This would make the E more than a match for anything else on the market in a stand-up missile fight..
