Herald , the RBE2-AA uses a fixed plate and is not inclined for a simple reason : there is not enough room left in the nose or Dassault would have to get rid of the OSF . It is as simple as that .
 
Technologicaly speaking , the radar is very similar to the AN/APG-80 fitted on the  F-16 Blk60 .

When I say that the technology involved is similar to the one used for the AN/APG-80 , I shouldn 't be too far off . Both are ABR Aesa radars (Agile Beam Radar) with a similar dish surface , with about the same amount of T/R modules and (probable) similar GaAs technology . The modules used on the Thalès radar might well be better wrt to output power and signal purity .
In february last year (2011) , Thalès said that the radar was fully compliant with the DGA request wrt the full use of Meteor missile (200km+ range) and detection of low RCS targets :

I believe it is a very good radar .

I knew of the SABR program already but there isn 't much to say about it . It is mostly a front-end update who can share many components with other Aesa radars (for cost saving and ease of maintenance) and a software update . The end product is surely a good radar but I can 't see any pluses over the RBE2-AA . It hasn 't sold so far .

Wrt radars in general but it also works for Aesa radars , an interesting thing to note is that while max range is a key feature , it comes with its "cons" . Radiated power is what is giving you away , you are detected . You can be tracked and even jammed .
 
We have already discussed how Aesa LPI radars can be detected , tracked and even jammed using top notch ECM suites .
So maybe , just maybe , radiating less is not such a bad thing if you have other big friendly electronic eyes with you (AWACs) .
In fact , it could even be a "plus" if you want to disapear in the fog of war .
Aesa radars also have some ECCM capabilities but they don 't seem to be good enough to fool late Aesa jammers . In this area , not all Aesa radars are equals , some fare better than others . As an example , the US firm Ratheon knows the shortcomings of some of their Aesa radars and they worked hard on the AN/APG-81 (F-35) to make the radar more resistant to ECMs . They even won the 2010 David Packard Excellence Award for the APG-81 's performance against various jammers . This shows that earlier Aesa radars had teething problems against some DRFM systems , which I already pointed out on other threads .
 
Now , knowing how good we are in France at designing powerful ECMs , I guess that Thalès took good care of the ECCM capabilities of the RBE2-AA , since they are the ones who design SPECTRA .
Just another 2 cents ...
