at a nation specific level the travel and carriage of privileged material conditions for defence and foreign affairs (State Dept equiv) staff to go into France are "different" to Germany.
eg the restrictions for travel into France, Israel, and China are pretty similar
thats not meant to be a divisive comment, but reflects the reality of how the efficiency of a particular French espionage service (DGSE) was regarded
admittedly that was when I worked in a different area approx 8 years ago, but I don't believe that direction has changed.
at a basic level, any snr military or govt staff dealing with privileged material traveling overseas are briefed on the capabilities of the countries that they are entering - be they friend or foe.. they then get debriefed upon return. friendlies like France and Israel have generated closer attention in the past.
as a clear personal example, when I was involved with a ballistics mgt project 10 years ago, (private sector), we were briefed about personal security (e-espionage issues) for UK, India, France, Singapore and Israel. That was a long time ago and the circumstances were "different" The same caveats and cautions did not apply to Canada, NZ, US, Germany,
again, 10 years ago.
I remember how briefings to American engineers attending the Paris Air Show back in the '90s included warnings that it was a certainty that French intel would search their rooms while they were out, and that any computers would be downloaded. I'm sure that has not changed since then, either.
