Kadena assembly passes yet another resolution demanding that outgoing F-22s to never come back citing excessive noise. Their resolution will be presented to USAF officials in Japan and the Prime Minister. < link >

Hatoyama might go for it, and the USAF might go along with it for now in the interest of foreign relations.  In a time of crisis or war, however, this resolution would be ignored.
 
It could be ignored anyway.  Kadena might as well pass a resolution that the moon explode; it'll have just as much of an effect.
