That weakness in the fleet of Sukhoi and MiG fighters has opened up opportunities for selling products such as the Damocles targeting pod and OSF infrared search-and-track equipment fitted on the Rafale fighter from France's Dassault Aviation, Ranque says.

My hunch is that it is theoretically possible that using certain types of radar absorbent materials at certain wavelengths at certain places on the aircraft will negatively impact the reduction in RCS gained by the shape of a plane. That is, under certain conditions adding radar aborbent materials will increase the RCS of a plane.


RAM is not a panacea for all sig management ills - or is it designed to cover off the entire spectrum.  Its designed to compliment a whole pile of other design artefacts and provide the aircraft with tactical benefit for its likely design and operational brief.

 I can only think of two platforms where RAM was applied "liberally", one was the B-2. The other is not the F-22. 
 
i'm talking about manned, unmanned and cruise assets.  it's a broad brush
 

You might consider that what you are not saying could also give away clues....
