Israel already has F-15s, but seeing as the nation's airspace is so small it would be better to purchase the cheaper F-16s as opposed to the F-15s. The Eagle's greater range and much higher speed wouldn't be that much of an advantage (see Bulgarian experience with the MiG-25 for a good example).
With regards to the Su-35/37 vs the F-16, you're right about the reliability of the systems, but I think an easy way around that (and the spare parts problem) would be if the client nation built them under license (like Su-30MKIs in India or how the RAAF F/A-18s were assembled in Australia), thus guaranteeing quality control on the production lines.
The better features of the Flanker would then really come in handy (warload, auxiliary internal tank, manoeverability, speed/climb rate, high-alpha performance, etc.)
And Jacques, while the baseline Su-27 HAS the potential to deliver up to 22 FAB-250s, this was removed so as to not have the aircraft listed as a "strike aircraft" under the CFE (Convetnional Forces, Europe) treaty. It is a pure, specialised, dedicated air-to-air warplane.
