Sunday, Feb. 10, 2008 Russian bomber detected violating Japanese airspace The Associated Press A Russian air force bomber briefly violated Japanese airspace over the uninhabited island of Sofugan just south of Tokyo on Saturday, the Foreign Ministry said. The three-minute flyby over Sofugan in the Izu island chain by a Tupolev 95 ended after it was warned off by Japanese fighter jets, said Foreign Ministry official Kotaro Otsuki. The ministry immediately lodged a protest with the Russian Embassy in Tokyo and demanded an explanation, Otsuki said. A switchboard operator at the Russian Embassy said no one was available to comment Saturday. The Maritime Self-Defense Force scrambled 22 fighter jets, including F-15s and two airborne warning and control aircraft, a Defense Ministry official said on condition of anonymity, citing protocol. Japan held a rally Thursday to demand the return of a disputed island chain Russia seized in the closing days of World War II. The capture of the four islands has kept the two countries from signing a formal peace treaty. Shooting would be just about the worse thing to do in this scenario unless the Russians commited an overtly hostile act. It was handled properly and by the rules of the game on both sides. This is a very old game wtith well established rules.

Gee, they start flying strategic bomber missions over the Arctic Ocean and down into the North Atlantic and North Pacific Oceans, including into Japanese airspace and over our carriers, and then when we start to react to this increase in their activity they whine about it.  I particularly enjoyed this part:

Russian general slams NATO practice 'attacks' over Arctic: report

NATO planes regularly undertake "dangerous" practice attacks against Russian bombers patrolling the Arctic Ocean, the head of the Russian air force was quoted as saying Saturday.

 

"Regularly as our flights are fulfilling combat patrols, we are tracked by planes from the patrol forces of both NATO and other countries," General Alexander Zelin was quoted as saying by Interfax news agency.

 

"Over the waters of the Arctic Ocean we are regularly attacked by F-15, F-16 and F-22 aircraft. I did not use the word 'attack' lightly, as our partners, so to speak, practice combat manoeuvres, up to the threshold of an attack.

 

"I can tell you this is not very pleasant, even dangerous. Naturally we practice counter-manoeuvres."

 

Foreign planes "violate flight safety in every way" when tracking Russian planes, he said, adding: "It's good that our crews are restrained, disciplined."

 

He said Russia would continue to send strategic bombers on long-range flights well beyond its borders, a Cold War practice reinstated by then Russian president Vladimir Putin in August 2007.

 

The flights, which Moscow has said do not carry live nuclear weapons, will continue over the Arctic, Pacific and Atlantic oceans as well as over the Mediterranean and the Black Sea, Zelin was quoted as saying.

 

Interfax said Zelin made the comments to Russian journalists, but did not say when.

They make it sound like the PLAAF playing games with the NAVY EP-3 aircraft - flying to within a few feet - storming off the nose - or making collision like passes (one of which resulted in the collision).  This is simply not the case.
 
The F-22, F-15, F-16, F-18 and Euro Fighter intercepts that have been recorded are by the book as far as the Russians are concerned - staying a comfortable distance fromt the Bears and not pulling stupid tricks that could get out of hand.  There are provisions and procedures for complaints if the game of tag gets dangerous - one of which is a diplomatic protest - another is the protest through the military hotlines.  To my knowledge - Moscow has not issued any formal or informal complaints.
