Britain's security services thwarted a September 11-style attack on targets including Canary Wharf and Heathrow Airport, according to reports.

The plot is said to have involved pilots being trained to fly into target buildings including London's famous financial centre and the world's busiest airport.

It is one of four or five al-Qaeda planned attacks, since 9/11, that have come to nothing, after the authorities intervened, reports claim.

The disclosure comes as the Government prepares to unveil a series of tough law-and-order Bills in tomorrow's Queen's Speech, setting out the legislative programme for what is expected to be the final session of the current Parliament.

The speech will contain Bills designed to protect the UK against al-Qaeda attacks as well as plans for a crackdown on major organised crime and petty offences which ruin people's lives.

Chief among the measures announced will be a move towards introducing ID cards and steps to create a nationwide serious crime agency dubbed the British equivalent of the FBI.

Civil liberties campaigners have expressed alarm at plans by Home Secretary David Blunkett for the sweeping anti-terror laws should Labour win the next General Election.

Mr Blunkett revealed a raft of measures at the weekend - from jury-less anti-terror courts to allowing wire-tap evidence in major trials - which could be implemented if Labour was re-elected.

He acknowledged that his anti-terror proposals will raise civil liberties concerns, but insisted that the Government was acting "proportionately" to protect the public from the threat of an al-Qaeda attack.

"We will have to take whatever steps are necessary, particularly in terms of security and intelligence, because it's no good picking the pieces up - literally - afterwards," he said.

Under his plans, civil orders could be issued against individuals suspected of planning terrorist acts, restricting their movements and precluding such activities such as using the internet or particular banking networks.

Mr Blunkett's comments came after Metropolitan Police Commissioner Sir John Stevens spoke of his frustration at not being able to talk about anti-terror successes.

And MI5 chief Eliza Manningham-Buller also spoke publicly about Britain's success in thwarting fanatics.

Mr Blunkett said he would have to await the outcome of an appeal in the House of Lords against existing anti-terrorism powers to detain foreign suspects without trial, before bringing forward new measures.

In a separate move, he said that he is also considering allowing wire tap evidence in court cases - including serious criminal trials as well as for terrorism charges.

In the past the measure has been opposed by the security services, who fear that they could be forced to disclose secret operations in court, and Mr Blunkett admits that there are still problems to be overcome.

once again justifies my reasoning that 9/11 was the worst possible thing that terrorists could do, it was pearl habour all over again, 'cept they only had one carrier to attack with (afghanistan) and now that's well and truly gone, iraq is improving, palastein will be independent (and terror free) by 2008-2009 and the pressure is firmly on NK and Iran, not to mention terrorists. pretty dumb thing to do im my book (not to mention evil).

pretty dumb thing to do im my book (not to mention evil) --------------------------------------- Quite. That is if you or I were leading a covert insurrection neither of us would have done it. Westerners, even western terrorists tend to think about the "bottom line" when it comes to war. However in OBL's case the "dumb" and "smart" may not apply. What if war is not to him a means to be applied as efficiently as possible? What if it is an end in itself. What if he is fighting for merely the pleasure of thinking of himself as a big tough Warrior of Islam? In other words what if tactics is all to him and he really has no strategic goals except to gain a meaning in life from the act itself? Another possibility: what if he is playing up to Moslems primarily and trying to get influence by making himself admired and feared. What if he thinks of us as essentially a campaign platform rather than as the "enemy". After all if he really wants to be Caliph most of the places he has to conquer are ruled by Moslems. Or what if it's some combination of the above?

His family are already taking in benefits worth over 1,000 pounds a week, it said. Meanwhile, he is kept at the taxpayers' expense in jail, has his own personal nurse and even received a new hook worth 5,000 pounds, which is in place of his missing hand, it said. A jail source was quoted as saying: "He has a cheek." Hamza, 47, an Egyptian-born British national, a distinctive figure with one eye and a hooked hand, was charged in October with 10 counts of soliciting murder. The little-used charge, covered by an 1861 criminal law, relates to inciting others to murder unspecified people and carries a maximum sentence of life imprisonment. In Hamza's case it is connected to alleged incitement by the cleric at public gatherings to kill non-Muslims, specifically Jews, according to four of the charges. He was also charged with four counts of using threatening, abusive or insulting behaviour with intent to stir up racial hatred; one count of possessing threatening, abusive or insulting sound recordings; and one count of possessing a terrorist document. The United States is seeking to extradite him on separate charges. The US extradition case has been suspended until the British charges are dealt with. ***This guy gets a $5000 hook and I can't travel with fingernail clippers?

Abu Hamza, who is also wanted by the United States over 11 alleged offences, was charged by British police last year on 16 counts including one terror-related offence. He had been due to make an appearance via video-link from the high-security Belmarsh jail in London where he is being held. "Hamza has physical difficulties. He is unable to walk. He has been perambulating barefoot around the prison," said defense lawyer Peter Hynes. Prosecutor Adina Ekiel added: "He is complaining that his toe nails are too long." Britain accuses Hamza -- who lost an eye and both hands in Afghanistan (news - web sites) fighting Soviet forces -- of 10 charges of using public meetings to incite his followers to kill non-Muslims. There is a irish commedian who jokes about the fact that there have been no successful islamist attacks in britain. Basicly, he says that the reason why there have been no successes, is because the UK police have had 30 years of practice in stopping IRA attacks. Sooo. The only effect of the IRA campaign was to make britain safer. Not quite what they had in mind... Its a joke, I dont expect to be flamed on it.
