Subject: Belisarius as Emperor of the West?

Another what if- What if Belsiarius had been of slightly different character and accpeted the Ostrogothic offer of the IMperial title? Certainly Justinian would've sent an expedition (under Narses?) to defeat him, but that would've been unlikely to succeed. HOw would Italy and the West have developed with an Emperor permanently based in Italy?
