I dont know what this line means:
 
Technically, Israel had no legal right to kill Suleiman  
 
Techincally, no one has the right to kill anyone else.
Techincally, all wars are illegal.  
Techincally, Israel and Syria have been at war since 1948, despite a 35 year old cease fire, none of that has changed.
Techincally, Israeli and Syrian clandestine forces have been assassinating various citizens of one anthers countries for even longer than that. 

The only difference here is that it was a serving Military general killed by serving military soldiers, again, the line between soldiers and spies can get very murky at times. 
 
Other than it being a very cool op that went off quiet well apparently.
Last i read there was no ingress, but a couple of snipers on a luxury yacht that had moored in the immediate vicinity off shore.

That was exactly my reaction, but Nate Dog was faster. My guess is that author of the article meant that there is less paperwork required in Israel than somewhere else, and that there is less chance that information leaks out.

In my country subject would die of old age before assassination gets cleared. Unless he was investigating illegal arms trade. In latter case he would have been removed swiftly, surgically and without any trace leading to a killer.

Would not "technically" be an equivalent of "permissible according to international law"? I guess the import of that would be that someone might want to haul an Israeli or Israelis before the Hague court for war crimes.

Our armed forces apparently have to have their operations pre-approved by lawyers so we won't be accused (believably) of war crimes.

the general populace reads a news article about something that is perceived as raw, and the clamouring for war crimes charges begins.

The scope for what constitutes a war crime is greatly misunderstood. A few targeted assassinations here and there do not a war crime make. Should the IDF conduct a comprehensive targeting of all men over the age of 60 of Syrian descent and manage to kill a few hundred of them, then the originator of those orders would be subject to war crimes. The soldiers following the illegal orders would be subject to internal investigation of their respective armies. In the IDF for example carrying out such insanity would earn you the charge of murder should you be the one pulling the trigger.
 
Hence, we don't see every successful commando opp referred to the ICC.
Rather, Koni, whom generated an army of child soldiers to perpetrate mass atrocities, gets indicted at the ICC, but Netanyahu, despite numerous calls for such by various Palestinian groups, never will.

Looked it up, turns out it is against the laws of war to kill a sitting government official, even during war. Flaunted quite often but still against the laws of war. As a serving minister in a recognised government, even a belligerent one, he should've been 'off limits'. 

So much for the laws of war.
