Subject: Tier One Units

A question from the unwashed and ill-informed :what defines a tier one special operations unit? Would all Army SF teams, SEAL Teams, and USAFSOC be considered tier one, or only Delta, Devgru, SAS etc? What about the CTI cos? Does tier one describe the ability to carry out a greater diversity of mission sets, or is it in the end, merely the unit with the greatest access to the national piggy bank (perhaps inseperable). Do tier one units exist outside of NATO, ANZUS, perhaps Israel,Ireland,and Sweden? Thanks Much, Cato

I don't mean to be confusing.  Yes, by definition black IE covert ops are definied by the fact that we as a government don't claim responsibility for it.  I prefer to seperate things into the following three categories.
 
Overt - No secrets whats done or who does it.
 
Covert - You know the action was done but you aren't supposed to know who did it, (or at least not be able to prove it)
 
Clandestine - You don't know the action ever occured.
 
What I was talking about earlier is the way the system works, which is just as I said.  Covert action conducted by the U.S. is governed by a very strict set of rules part of that rule set being the funding and and approval processes I discussed above.

For the reord, in the context of the U.S. military, conventional DOD forces are not intended by law to conduct covert action nor are DOD funds allowed to be used to do so.  DOD cannot use its resources nor the money from its budget to conduct "covert action" as defined by the USG.

Hi again, the swedish special forces are somewhat black ops, in the mather that they do things that our regular or even your american troops wouldnt do. For instence, their training. Some years ago american Seals were sent to Sweden for training in our uniq arctic enviroment. After a week or two the couldnt take it anymore. I've actually talked to a person from our SSG(speial forces) and he said that the missions he did wouldnt the americans even think of, he is a little mad now, been to Afghanistan for the 4th time bu anyways, thats news right?/ Tor
