Isnt it a Corps-sized entiety with all sorts of units amalgamated solely on basis of political/religious considerations?

Yeah, it is one of those "seperate but basically equal" sort of alterna-armies like the Waffen SS or Iraqi Republican Guard.  It does have some special operations components, but mostly its a regime defense force in case the Iranian Army goes south, as far as support for the government is concerned. 
 
 
A lot of the suicidal waste of life during the Iran-Iraq War was the RG doing business.  The Iranian Army was professional (by regional standards) and, even with the revolution purging a lot of officers, they made an attempt to fight the war in a rational and coherent way.  The RG were the guys who thought an I-Heart-Allah headband was more important than doctrine and training, and they were mostly the guys who would send teenage kids holding hands through Iraqi minefields and such.
 
During and since then they've also been linked to Iran's various allied terrorist and insurgent groups.  As a true "special force" they're not very special at all (regional SOF units from places like Saudi or the UAE are quite a bit ahead of them, while still not being up to NATO/US sort of standards), but operating more like an intelligence service and handling and funding Hezbollah and such they've had a degree of success, especially with the hostage taking in Lebanon in the 80s.
