Subject: how to BEAT Al Qaeda

We need to rebuild our spies and assassins which we got rid of 20 years ago with the dreaded Torricelli amendment and after the Church Commission. Al Qaeda is organized in these 3-5 man groups in every city of the world and we call them "sleeper cells". We need to have our own assassins that go anywhere in the world, dressed as civilians, restricted by nothing, then find and help these bastards fall off the roof of their apartment or turn up with a slit throat in an ally. We need to have the best spy and assassin outfit so that every stateless group will fear the CIA like every country of the world fears the U.S. military.

Yes, the Church Commission did pretty much eviscerate our HUMINT capabilities. Requiring the CIA to hire only those with the most impeccable of character took away our ability to infiltrate organizations like AQ.

I agree with jjfs2. Lots of things happen we simply dont know about and never will know about. The easiest way to judge how effective we are is to look at how often we are attacked.

Well there might be a point to jjfs2 and gixxxerking; but such undercover operations are expensive, so they have to be very effective to be used but sparcely. I still think old constable Plod and his flat feet and accountant Teetoller are the more effective: 1. al Qaida et alia are not children of poor people, They are spoiled middle-class brats. 2. They often have a criminal record. 3. Al Qaida as such is pretty much beaten - many of them in Iraq - where they are lined up perfectly. The real problem (however much I would like to se Osama given the Saddam examination - including a rectal examination) are as rikopotomous says, the small and badly coordinated cells. These are best found using standard police procedure: Checking form, asking questions (all sorts of things crop up during assistance interviews), checking tax-records - bank accounts - very few use significant amounts of cash these days. The mere examintion will pacify them to some extend. The one thing that has come out of the Madrid bombing is the knowledge, that their plans could have been found out - only the Spanish police was a bit occupied with ETA terrorist (with reason as the capture of weaponscaches in France shows). But it does not tell us how often they are actually stopped at an early stage, when there is no significant foul up from the police.

The Israeli campaign of assassinations after the Munich olympics didn't seem to have much effect on the Palestinian situation. Such a group would probably end up killing innocent people, just like the Israelis.
