The author is living on planet Earth and appears to have done a minimum of homework. President Al Sissi of Egypt recently called for a reform of Islam. Does the hashtag "#notinmyname" ring a bell for you?

2 problems.
1) conservative institutions are very adverse to change. The older, the more traditional, the less likely or able the institutions are to change.
2) Koran has a built in self sanitising functionality. As part of its codex, which must be followed to the letter, is a caveat that the book must be coppied word for word exactly. Even a rendering in any language other than arabic isn't recognised anywhere.
 
Hence expecting change to come to Islam is a forlorn hope. The change (it if does come) will devolve from Secularism, if it is allowed to take foothold in Islam, like it has in Chrsitianity and Judaism.

Agreed in general. But at l(e)ast the ball is slowly starting to budge. Can't really say it's rolling yet. Here a few Al Sissi quotes:
“Well it is time, and especially stop this abominable Arab-Muslim paranoia about Israel and the manipulation of the masses by a shameful and deceitful propaganda – Stop backwardness and ignorance!” 
“It’s inconceivable that the thinking that we hold most sacred should cause the entire umma (Islamic World) to be a source of anxiety, danger, killing and destruction for the rest of the world. Impossible!”
 “While the articles of Islamic faith are immutable, there is a need for a new kind of discourse among Muslims.”
 
Al Sissi is up against the conservatives of  Azhar University which means he has lot on his plate and explains the last quote of his I gave where he is toning done some his earlier comments calling for an Islamic Religious Revolution in a speech made at Azhar University in January 2015.
 
One guy who got it right IMHO was Ataturk who banned the burqa and hijab and turned Islam into more of a cultural heritage than an imposed religion. Unfortunately the current president of Turkey, Erdogan, is methodically tearing down what Ataturk put up.  Since 2012 IIRC, classes on Islam are mandatory in Turkish schools except if your ID states you are a Jew or Xian.
