There seems to be some kind of regional Islamist center in Vienna,  Austria. Radicals in Bosnia and Kosovo are often found to have some ties to Vienna, travel frequently there and back to countries of their origin.

Well the headquarters of OPEC is in Vienna Austria, could be a coincidence but probably not.

OPEC is not Arab or Muslim only. However, Austria has always been some kind of "gateway" between Balkans and the rest of the Europe. It is an open country and quite a few people from Balkans countries have permanent residence in Austria, including Bosnia Kosovo and Serbia. Serbia has a province named 'Sanjak' or 'Sandzak' (it is not possible to write accurately using English alphabet) where  radicalism is strong. In all those countries police is always on the lookout for radicalism and extremism. In Vienna they draw much less attention.
 
It is often the case to have Austrian citizens and cars with Austrian plates involved where radical activity takes place.
