Naturally. But also Ink Blot and cover the borders a little better. Perhaps hire some bedouin mercenaries-poacher turned gamekeeper and all
As I understand Iraq is somewhat less wildernessy then the traditional COIN theater that makes it easier-the population is more dependant on economic centers(others no better about that). Outposts can be set up controling these and can expand from there.

Pay farmers in the area extravagent prices for their crops and livestock. I don't know how well it will work but it is nicer then defoliateing the area and has the same effect.
Bribe local shieks. If they welch on the bribe, "remind them strongly" of the need to keep contracts. Distasteful but some things have to be done.
Spread rumors about our alledged omnipotence. If we are the great satan why not take advantage of it? Why not let them think that some terrorist chief is really working for us? Or that the local terrorist recruiting mosque is meant to make sure that recruits never return. It might even be true in some cases.
Play on their sense of face. Make sure terrorist chieftains look ridiculous. Contradicts the above but that is not necessarily a disadvantage.
Play on their positive sense of face. Don't just say that it will be economically productive to take our side. Make them identify with the present Iraqi government. This will require some cultural knowledge but is fortunatly getting done incrementally.
Beware the faux paux. In Vietnam there was a minor disturbance because American soldiers saw Vietnamese males holding hands and therefore thought they were homosexual. At one time a Saudi Prince approached a western lady of good family in an unseemly manner and caused a diplomatic incident-all because she had no veil and was mistaken for a prostitute. Such things happen. They don't require bad will on either side, all they require is bad education.
