A GROUP of seven senior ex-RAAF officers has called for an independent review of statements made by Defence Department officials to a Senate inquiry on Australia's future air combat aircraft.

The group, led by retired air vice-marshals Peter Criss and Brian Graf, has written to the Senate foreign affairs and defence committee arguing that the Defence Department has not fully explored the case for alternatives to the F-35 Joint Strike Fighter, which is planned to become the RAAF's main strike fighter beyond 2014.

In particular, the group, which includes defence aviation analyst Carlo Kopp, has questioned the recent $6billion purchase of 24 F/A-18F Super Hornets and believes the Defence Department has not adequately scrutinised alternatives to the F-35, such as the F-22 fighter.

They want a "quality assurance review" to test the veracity of some evidence presented by senior Defence officials at a Senate estimates committee hearing last month.

"The reason for this review is that if the Government accepts the statements made at face value and acts on them in good faith, then it is our professional judgment that Australia will be at risk of loss of sovereignty," they said in a letter to the chairman of the Senate foreign affairs and defence committee, Labor's Mark Bishop.

"A sound and timely quality assurance process can detect and correct such serious errors."

The group has queried a $400million cost estimate for cancelling the Super Hornet contract provided by Defence and also argues that the Super Hornets may not be capable of defeating the latest Russian fighters being bought by air forces in Southeast Asia.

They also contend that the Defence Department has never undertaken a proper evalution of alternatives to the F-35 fighter, particularly the F-22 Raptor.

The US Congress has barred sales of the F-22 to foreign countries, butthe Rudd Government is interested in exploring whether the aircraft could be made available to the RAAF.

"Regional capabilities are being fielded, or are expected to be fielded in future, that will defeat the F-35, but not the F-22A. So the requirement for the F-35 has been overtaken by regional capabilities that outclass the JSF whenever introduced to service," the ex-RAAF officers said.

Senator Bishop told The Australian last night it would be up to the Government to consider the group's call for an independent review of advice provided to senators by the Defence Department.

Could it be that Kopp and Goon are the mouth pieces of Criss and Graf and not the other way around?
 
Think back to the mid 90's when they were both still movers and shakers in the RAAF, there was no Obey ammendment, no F-35, the F-111 was expected to out live the F/A-18 and it was seriously expected that we would be buying two squadrons worth of F-22's as a silver bullet force to counter the SU's and Migs the 'Tiger' economies had already ordered pre asian economic crisis.
 
I wonder if their are any retired admirals out there who still remenis about 16 major surface combatants, a fleet of OPV's and an extra pair of Collins?

For those who have the time and inclination, you might like to provide some editing for fact to these wiki articles. In line with the Wikipedia policy on referencing I think you'll find some interesting quotes from the DOD on Airpower Australia's submission to the recent parliamentary enquiry into the RAAF's future fighter requiremnets. I believe that one of the senior officers pointed out that APA doesn't have access to classified material on the F-35, so really isn't in a position to comment. The complete lack of military or defence civilian work experience apparent on Kopp's own homepage, might also be useful for calling into question his right to call himself a "defence analyst". If somebody else doesn't have the fun first, I'll update these entries when I get time .

I've yet to come across anyone in RAAF who regards any of these muppets as credible.  They posiitively cringe at the amount of public damage that these morons are doing.
 
and as I've said numerous times, none of them have any clearance levels to make effective comment.  they've never been privy to relevant material, and their scenarios are universally regarded with derision as they cherry pick janes and wiki level reference material.
 
they've oft quoted F-22 TO's and even misunderstood the data used as baseline data.

The lesson for Lab is that their usefulness in upping heat on Libs is  now coming back to bite them on the arse as all thats happened is that these clowns are now stalking them as well.

Unlike the Aussie clowns at least Ricconi has some serious historical form in advocating the light-weight fighter concept for the USAF, after the experience in Vietnam identified deficiencies in US doctrine and equipment. The F-16 was a direct result of his advocacy and the F-18 a slightly less direct result. Those aircraft have been outstandingly successful both for the US and its allies.Unfortunately like a lot of old guys who have achieved a lot in life, he's still fighting the same war that he was when he was young even though the world has changed.  As such he deserves more respect than to be lumped in the same league as wannabees like Kopp, snake-oil salesmen like Goon or even unspectacular general ranked officers like Criss.

Well champ, you must have been reading a wacky alternative history on this, because the Eagle was designed as a pure air superiority bird. I believe "not a pound for air to ground" was the catchcry during it's design phase. It was only redesigned as a striker about a decade after it entered service and SEAD was never a priority mission for it. The USAF uses F-16's for that.
 
As for lesson's learned out of Vietnam, of course there were more than just the evidence that missiles weren't as good as was thought, that ROE's sometimes necessitate closing to WVR and therefore that dogfighting was not yet dead. However, it is completely inaccurate to describe that lesson as "mere". It resulted in a complete change of direction in the way that US fighter pilots were trained and equipped,  and has probably saved dozens of US pilots lives during the later part of the Vietnam war and in the 1990's conflicts, not to mention Israeli pilots lives over the Bekea.
 
Riconni's role in helping the US armed forces take advantage of these lessons though the acquisition of the F-16 was vital and he deserves respect for it. He DID make some questionable comments about other systems such as the F-111, which eventually proved to be a winner, while pushing the F-16's barrow in the competition for funding. Whether this was a lie or merely because he truly held the belief I don't know. I'd suggest that unless you are a mind reader, neither do you.
 
However, the fact remains that the USAF and USN have spent nearly 30 years being equipped with a couple of excellent light fighter and that he was a key player in achieving this. That is a legacy that most of us will never dream to leave.

Actually tested in 1994. The Falcon  was preferentially operationally designated a Weasel after the Phantoms were withdrawn..

Nevertheless, the Eagle was able in a pince to fire ARMS  before  the Boeing  mods.

Apart from this link there really is a heap of literature out that all say's the F-15 was designed as a pure fighter. Your link doesn't support your claim that it was concieved of as a SEAD type, it just say's they did a few tests to see if it could be adapted 20 years later.  
 
Anyway, I don't really have the time or patience to try and debate complex issues when people can't get their basic research from publicly available sources right. This is at least the second time that you have waded into an argument here like you know what you are talking about, but have had your facts entirely wrong (the first was to do with locations of Australian airbases). Either do some reading on these issues before wading into these arguments or come here with a bit of humble and listen to the people who have already done so.
