By 2006 the Feds begin a nationwide crackdown of illegal immigration except they ONLY target the employers of the illegals and not the illegals themselves.
Bush has to do something about the mass illegal immigrant problem and it's beginning to look like his amnesty program may cost him more support by the hard line GOP. A crackdown on the illegals will predicably arouse the LLL and the bleeding heart MSM and just give him more bad press than he's getting already.

So, what to do?

Target the employers of the illegals. Bush can make the case that they are breaking the law by hiring the illegals and that the employers are also profitting from the illegals labor and sub-par wages that they pay. Bush may also be able make a case of criminal conspiracy in regards hiring of illegals in the first place to invoke the RICO statues and actually seize or at least shutdown the offending companies (at least for the short term).

The illegals themselves? Hands off, take no action.

Imagine the news reports showing a Wal-Mart or a large factory being padlocked by the INS for employing illegals.

I suspect that after several weeks of these high profile busts (all gleefully covered by the media) the available job opportunities for any undocumented illegal worker will begin to dry up.

With no easily accessable (and off the book) jobs available, the incentive is also lost for the undocumented to remain in the US illegally. US employers will soon demand that all their workers have proper ID for employment.

Of course, shutting down a large business would effect the American employees already there so this would need to be kept at an absolute minimum amount of time to help prevent any bad press blowback.

Bush wins big. He can show that he's trying to upholding US labor laws regarding minimum wages for legal employees. He can also claim that he is protecting the health and safety of the poor illegals from being exploited by Big Bad American Business. He also gets points for shutting down the El Norte Express from Mexico.

If only your prediction had a realistic chance of coming true without something drastic... You see, Republicans like cheap labor and Democrats like cheap votes. There are two things that could happen that would force the politicians to take up serious border enforcement: 1) Another 9-11 style attack in which the terrorist(s) involved are later found out to have illegally entered the US through the US/Mexico border, or 2) Another Great Depression, in which case American citizens will have to directly compete with the illegals for low-skill, manual labor jobs which, at present, most Americans are content with imported labor doing on their behalf.
