The United States and Iraq fail to reach a security agreement that authorizes the US to maintain its troops in Iraq. America and Iraq will fail to reach an agreement to keep US troops in Iraq after the UN mandate expires. Various political factions in Iraq will see the prescence of US troops as an obstacle to their own ambitions, or they may feel they can get a better deal from an Obama Administration that doesnt want to keep the troops in Iraq in any case. If the deal falls through, the Obama Administration will use this as a reason to begin an immediate and total withdrawal.
