I assume that this means "widely blamed" since there is always some asshat who will blame the US is a hurricane strike Cuba, or even if the Sun rises in the East.

If Raul is overthrown, few will blame it on anyone but Raul.  A FAILED coup will certainly be blamed on the USA, though.  Expect no coups until Fidel is definitely dead and buried, in any case.
