We need to be able to conduct a pre-emptive nuclear strike on Iran, China and Russia. They need to live under that threat. At the same time we need to erect a reliable strategic defense against EMPs and other forms of nuclear strikes.  

The people of Iran need to be presented with an ultimatim - either change their government so as to ditch the nuclear weapons program or else. We will not tolerate what their regime is doing.
