Perhaps, but it's a heck of a lot cheaper to buy a used US CVN to start off with and you'll be able to get some practical experience with it and thus be able to build a pretty much error free carrier..

The necessity to get proven systems backed by solid operational experience is key, as Kadett says. Although I have to doubt the political possibility of getting ex-US carriers, it took the US Navy a long time to get it's doctrine in order to operate carriers the right way, and Russia should do anything possible to short-circuit that steep learning curve. Perhaps also a page could be taken from the Japanese approach in the '30s and the hull (possibly in widened form) and main systems of your heavy cruisers could be the basis for a new carrier design. Or, perhaps they are doing that already-- I'm a bit spotty on recent Russian carrier plans.
