State of the Nation address: President Vladimir Putin urges the country to make a great advance It is not accidental that the Russian Government felt very much nervous on the eve of President Putin's State of the Nation address. A speech delivered by Vladimir Putin seriously disagrees with the "stable" relaxation of Mikhail Kasyanov's Cabinet. As the President says, forming of a government is possible with the help of the parliamentary majority, which in its turn sounds rather threatening for the prime minister and other members of the government. The President called for economic mobilization. To tell the truth, the government headed by Mikhail Kasyanov didn't mention this objective within the whole period of the term. President Vladimir Putin called the economic situation in the country difficult. In his words, against the background of success achieved within the past years, some people think that all problems of the country are settled, the future of Russia is successful and predictable and the only problem, as people may think, is that economy must go up 4 or 6% a year. The President emphasized: "I would like to say it is not so. Although Russia's economic foundation has become stronger, it is still unsteady and weak. The political system is not sufficiently developed, the state machine is ineffective, majority of industries are noncompetitive." What is hampering the successive economic growth? At the beginning of his State of the Nation address, Vladimir Putin said he hoped Russia would become a country "with safely protected rights of property, where people can work honestly, where they can earn money without fear and any restrictions." Thus, the President admits that none of the aspects is being completely realized in the country. And this is the actual state of things, indeed. At the beginning of the speech, Vladimir Putin said that rescue of the economy from bureaucracy shackles was one of the main objectives. After three years of Putin's presidency, there are no economic sectors that feel free and valuable because of bureaucracy. At the same time, Vladimir Putin said he hoped that Russia would soon take strong positions among economically advanced and influential states of the world; he said that decisions and actions taken by the authority must be focused on this very objective. "This is a qualitatively new objective and higher degree for the country. This is a degree that Russia failed to reach before because of other pressing problems. Now we have an opportunity to stay on this degree and we must use the chance," said Vladimir Putin. As the President says, Russia has achieved some progress in the economic sphere. "Russia's GDP increased by 20% within the three years. Investments in the capital stock increased by more than 30%. Export of goods increased by 25%, including export of machines, equipment and transport vehicles that went up by more than 70%. It is for the first time within 50 years that Russia acted as an importer of grain, not exporter." However, this is not enough. Russia President Vladimir Putin set the political elite of Russia some super objectives that must be carried out quickly and energetically. The President thinks that first of all Russia must ensure full convertibility of the ruble. At that, the President emphasized that "this is to be not only domestic, but also foreign convertibility of the Russian currency, not only in current transactions, but also in capital ones." Last year, the Russian ruble was one of the world's strongest currencies: the gold ruble's value equaled to the dignity of the country, the president says. Second, Vladimir Putin thinks that GDP doesn't correspond Russia's economic potential. "We must at least double the gross domestic product within ten years," Vladimir Putin says. In his words, this large-scale objective demands a deep analysis and specification of the economic policy approaches. Economy is to register an increase of more than 7% every year to double GDP within ten years. The President thinks that "Russia has every possible condition for realization of this objective." What is more, he says the country has opportunities to start large-scale construction of modern and strong economy that will result in formation of an absolutely competitive state. It is obvious that correct tax structure and flexible approach of the authorities to taxation seriously make for economic development. President Putin thinks that it is necessary to develop and introduce a strategic tax system that could be adequate to economy of the country not within a year or two, but longer. "It is for the first time that the government has switched from the annual to medium-term planning in the taxation policy. A program of taxation changes for the next three years has been recently approved. This is a correct and important step. Some people here say about population growth rates and Russian present decline in population. I think this is not a good indication of Russian perspective. I may be mistaken, but I think there are several reasons to present population decline: 1) again - WWII losses still influence Russian growth rate. Russia have lost about 25 million middle-aged men in just 4 years of war. And Russian growth rate changes in repeating waves. 2) present changes in life. 15-20 years ago it was normal for parents of age 21-24 to have 1-2 children. Now people first need to establish themselves (good job, career, etc.), and most families are going to have children only at age of 25-30. 3) economic situation. Several years ago many families dont want children at all - they just havent enough money. Now situation changes fast, and most of young families can afford to have 2 children (which is imperative to achieve positive growth rate, or at least stop population decline). So, Russian government should solve some problems to become competitive with US: - build modern economics, modernise industry, dismantle unneccesary military structures; - achieve positive growth rate, social stability; - use advantages in science, education to make technological and scientific breakthoughs; - succesfully fight corruption, organised crime, modernise government structures; - and doing all that, Russian government should maintain and develope democratic traditions (which would be easier, when many communists and "hard hand" supporters will go away from political scene losing their electorate).

We own earth " That was the heart of the probelm to beggin with. too much national rivelary, and too much national pride. those kinds of atittudes are what started the cold war and brang the world to the brink of nuclear destruction. CCCP, why is it so important to you to get in front of the US? the ussr has collapsed. stop living in the past, and look to the future. Sooner, stop gloating, your giving the US a bad name. instead of competing, russia and the US need to work together to build a better world.

Yeah yeah yeah. You see decline of population, I see stabilization. In a better world, Third World countries would also start umm "losing" population. What do you think's going on? People are getting killed off? No, the population is being STABILIZED. It would happen everywhere else in the world, eventually. Anyway, I realized some people said that Russia survives on overpriced oil. That's funny... the vast oil reserves in Siberia have just STARTED to have been tapped. We don't even NEED any other resources; look how powerful Saudi Arabia is just because of oil (and a dash of Islamic fanaticism). Catch up with USA? I doubt it. Why do we need the burden of the world on our shoulders, EVEN if we become the most powerful nation on Earth? BUT Russia has the best chance of becoming a super power once more (NOT equal to US, but still a powerhouse), better chance then China. I mean since people are starting to consider China as a superpower, how hard is it for Russia to become one? China was never as powerful as the US or even the USSR, and they are fooling themselves if they think they ever will be. China just doesn't have the technology, the army, the resources that the Soviet Union had. They have manpower, but even that is not enough (though it is VERY important, there is no doubt about that). Russia is gaining ground again. Hell, the Soviet Union was very powerful for such a nation where the best and brightest were “re-educated” (killed), where there was NO freedom (some but not enough…), where the only thing important was the military. If Russia had a democratic revolution, imagine what it could have been. Imagine what it could be now. Russia is full of intellectuals and it’s education system is higher than the US’s, on that there’s no doubt. The literacy rate is also higher, and Russian institutions (though they had suffered immediately after the dissolve of the Soviet Union) are notable. But… Russia has always hit rock bottom. And there’s always been a great leader to rise from the masses and lead it to greatness. It’s an endless cycle, and it will never end. You could say times are different now, but that’s the way it has always been, they say times are different and it would never happen again; but happen again it did. History repeats itself, though maybe it won’t be EXACTLY the same every time around. We can’t predict the future. What we can only do is speculate the present and judge for ourselves… And to make this post not seem to essay-ish, I gotta say this: I hate you, Thomas.

You are absolutely right - Russia has more chances than China. But population now declines, not stabilizes. In my home city poulation now is about 330,000 people (1982 - 419,000, 1986 - 438,000). But still, I think that will change in several years. And yes, most of our resources are not even explored by now. Most of Siberia even not populated. Yermak Timopheyevich did a good job for us. We have territory, we have resources, we have creative and well-educated people - anything more needed to begin our ascendance (return) to superpower status? Russia several times was a most powerful in known world. In IX-XI centuries it was the largest power in Europe, very powerful in military aspect and very rich. Great Conung Yaroslav arranged his daughter's marriage with French King. Educated and cultural young woman has left large, stonewalled, rich and picturesque Kiev (Mother of Russian Cities), where were beautiful churches and palaces. She was send to Paris - large and dirty city, with narrow streets filled by garbage. Her consort, King of France, even couldnt read at all. Russia was first-class military power in XVIII-XIX centuries (at least until Eastern War). After reforms of 1861 Russia quickly rebuild its military and naval power. Even after heavy losses of Russo-Japanese War Russia was able to rebuild its Navy in mere years. In 1916 Russia had 7 modern dreadnoughts in the line of battle and 5 superdreadnoughts on shipyards, 8 modern light cruisers on shipyards, many modern Novik-class destroyers, dozens of subs. And all that was build during the full-scale ground campaign. Only 1917 have stopped Russian rise.

"Raptor" couldnt win the war. Its just a plane, may be nimble, but still a plane. Soldiers win wars, not planes, carriers and robots. And no one was able to win the war against Russia during her millenia-long existence, at least by military means. (Russo-Japanese War was lost because of internal political problems and poor leadership, and English pressure. By the end of war Japan was exhausted, and Russia havent even deployed 10 per cent of Russian Army. And Russian soil was never threatened during this war.)

first of all, how do you suggest that the f22 will eliminate russias nuklier capabilities???? second of all, the world is run on oil, and with the mid east conflicts, demands on Russian oil will rise, and russia can easily meet and cash in on those demands. third of all, even if oil does loose it's value, russia has plenty moer 'goods' burried in Sibiria. Russia if finaly starting to get back on it's feet, this time, hopefully the civilians will come first.

They've took it by peace negotiations. This is another proof of poor leadership, not military weakness. Japs thrown everything they had at us. Russian government just didnt want full scale war, because first signs of future global war were already seen.
