In reality, unlike the 72 treaty, this thing does not decide what and how to do for both sides! So, both sides still are very much free to do what is in their interest. Now, Russians wanted to dismantle and destroy the, yankees want to keep them for some unknown reason.
In any case, thru great sophistry it is still the Russian which are treacherous, while Amerkins making the first and noble move (never actually had done it).
