Countries  like  North Korea , Iran ; her international policy  based  on stress and  tension  likely  will be  focused  on Submarines technology .

I'd think this would be a good thing..  The missile technology they (NK, Iran) have seems more than a bit sketchy from land based launch platforms... Trying to cram those systems into a submarine (I would think multiplies the complexity and cost several times.. at least)... So.. high cost (wasted resources) and lower probability of success (actual functional rockets)...

And.. western countries.. the US Navy in particular.. have decades of experience hunting subs.. (which.. given the Iranian and particularly North Korean tech levels..) may be easier to find / destroy (or may just sink themselves..).. than some hidden(ish) platform dug into the side of mountain somewhere..

Kinda reminds me of the 1980s DoD scare novel "Soviet Military Power"  which stated:  "The Soviet Union has a huge lead over the U.S. in submarine launched liquid-fuel rocket technology."  If ya know what I mean, ya know what I mean.

Second best is first dead, whether it comes to the fast draw or technological choices. The Russians did not have a Theodore von Karman or a Jack Parsons.    
 
Only now are the Russians at where we were in 1989, scratching  our heads over Trident.
 
I don't think they have Buluva solved.
