The $94M discussed in the article is for advanced planning only (design and planning, long lead time repair material, prefab efforts), not the entire repair.  Your article is incorrect in stating that future costs are a "mysterious escalation" vice part of the planned funding process for MIAMI repairs.  Total repair costs are still expected to be $450M.  The second paragraph is especially inflammatory and misleading.

Huh? This can't be true because of the design of the 688 class. Giving details is probably classified. Maybe the homos on wikileaks will tell you.
