Why I Declined To Serve Marine Gen. John J. "Jack" Sheehan weighs in with an editorial discussing his consideration for the position of White House implementation manager.

He says he declined the position because "the current Washington decision-making process lacks a linkage to a broader view of the region and how the parts fit together strategically."
