I have found something very interesting couple of days ago. The structure of Islamic State 'government cabinet'. Here is the diagram, you can click on each 'minister' to get the description of his post. The structure of government departments or ministries often reaveal the priorities of a government. Countries with developed tourism might have separate ministry of tourism, for example, the others might handle tourism inside some more general department.
 
 
There are some very curious departments, let's have a look.
 
+ General coordinator for the affairs of martyrs and women ???? (what the hell is that ?)
+ Guardian of the warehouses ??? (isn't it a low pay job usually ?)
+ One Abu Salah is in charge of finances for the Iraqi provinces
Curiously, there is no finance minister for Syrian provinces, and IS started in Syria ???
+ One Abu Mohamed is in charge of prisoners and detainees
+ One Abu Hajar is in charge of 'message transport'. Do they have communication problems ? Postal services are often not on ministry level...

Probably the usual low quality of translation by mainstream news services. Some likely alternatives:
• General coordinator for the affairs of martyrs and women  --  Veteran Affairs (the women would be widows).
Guardian of the warehouses  --  Logistics
General coordinator between the Islamic state’s provinces - transports messageposts across the territory  --  Is an probably a literal translation as much of the high level communications is done by hand passed messages to avoid interception by the Coalition and targeting of the recipients.
• Curiously, there is no finance minister for Syrian provinces, and IS started in Syria ???  --  All of the positions in the 2nd tier are Iraq only. The documents it is derived from were capture in Iraq.  Obviously only the Iraq portion of the organization detailed. There is probably a parallel structure for Syria.

Well, Warnerd, what you say makes sense.
 
Still, it reveals that Syrian and Iraqi parts of the 'state' might have not been integrated properly. They made a big deal of the borders being removed. Note that there is already a territorial representation in the governing body in form of province governors.
 
If 'Guardian of the Warehouses' is about logistics, why is it at such high level ? It might be because they have serious problem with it.
