You are talking about the WS-2 Multi barrel rocket launcher.
 
6 x 400mm rockets can be fired. Reload times are 20 min. Its a monster weapon.

The weapon is fitted with 6 box-shape launchers and fires 400mm rockets to a maximum range of 200km. The WS-2 is fitted with a primitive cascade inertial terminal guidance to compensate the degraded accuracy cause by the long distance flight of the rocket.

Im assuming those Probability Deviation figures refer to a % of range, and equate to a radial miss distance.  Thats pretty much what I expected to see from unguided rocket system.  At the maximum ranges everything except the guided version are pretty uselesss for anything other than harrassing fire.

Hey, how big is Taiwan again?

Seriously, I mean it is a well known fact that Stalinist North Korea could level Seoul (sp?) in minutes with all the howitzers, guns and rocket artillery they have pointing at the place - what could China do to Taiwan?

I am not really concern about these weapons. They cost as much to make as short range air defense missiles and don't fire THAT fast to negate enemy air defense. That's why the PLA don't buy them. Instead, they made lots of Type 89 122mm rocket launchers and build a combination of ballistic missiles and cruise missiles to intimidate us. These heavy rockets have ballistic characteristics of long range air defense missiles such as S-300 or PAC2. Maximum speed is achieved at lifting stage and the terminal velocity at 150+km is bearly more than Mach 3.

Slightly smaller than South East and East England combined. I just wondered how many tones of bombs did Nazi drop in these area.
The situation in Seoul is different. Seoul is within artillery range, especially those Chinese made Type 81 122mm rockets. Those could cause serious civilian casualties in Seoul, which has become one of the super-mega-metrolpolitan in the world.

So this WMD class monster rocket is a "city" buster. Not to be used as tactical artillery.

Besides countries (China? don't make sense as they have so many other weapons and artillery?) that want to use it in a german style as a vengence weapon to bomb their neighbour's city to rubble.

I can only think of terrorists and terrorist states will have such a desire for such weapons. The concept is already being used on Israel.

In this case, Yakepi is quite accurate in his designation of WMD rockets.
