on the mainland switzerland might make it.

various islands could well make it but that would be rather hit and miss i expect.

physically imited access would be pretty major and a heavily armed populace would help as well.  the swiss can fit both bills nicely.  the swiss civil defense setup should handle the food drink requirements for the requisite month.

The most moving part of the book was the sacrificing of Germany's Rapid Reaction stabilization units during the evacuation and retreat, it brought tears. Where could make a good moving moment like that happen in the 28 weeks later mainland outbreak. I would think the Pyrenees would make a good rallying point. or for an outright last stand the Suez, maybe.

I think that with the UK and France infected, Russia would have few qualms about nuking the whole of Western Europe as there would be no nuclear retaliation (assuming NATO clause isn't in effect) and they would probably get assent and  assistance from the other nuclear powers, China, India, Pakistan maybe even the US to prevent further spread.
 
I'm not sure of the environmental effect of nuking W.Europe, but it should give the Russians a chance to remove most of the infected. Then send in air force to mop up any remaining infected, and station the whole Red Army on the borders with orders to kill anyone on sight!
 
Sub plot, America manages to capture some of the infected from their military operations in Britain and then lets it loose in China? It would suit the US if the whole of Euraisa fell to the infection so they could wait it out and then once all of the infected had died the US would return and inherit the world!!
