I'm afraid hiring a slightly "dirty" expert, better to say criminal, is not a clever move, very dangerous one actually. This is very often confused with hiring man with expertise and related knowledge. I'll strongly suggest to do some research since this topics are very extensively covered in SANS publications and issues education and training, incidents, role of incompetence management in big organisation in computer and netwoerking related security incidents. There are very good academic and professional training and a lot of very bad professional education it is nothing new but hurts terribly, certification mania does not help at all.

Nice theory, except it's an open secret that secret government information is NEVER kept on networked terminals. Remember how in the first Mission Impossible movie, the CIA database had to be directly accessed by someone actually in the room? Hollywood got it right for once.
