Comparatively speaking it is NOT that impressive as its max fly-out still puts it inside the kill envelope of most medi

Only if the pilot flies to the target at low alt. The pilot would normally fly a sea-skimming , pop up and fire and then descend to sea-skimming.  At sea-skimming level, the aircraft can stay outside of radar line of sight, until it performs a pop up. The ship can still take a shot, but the engagement envelope is much reduced.

The missile doesn't care as long as whatever paints the inbound can paint the inbound. Standards can be lobbed to plunge on their victims. Look down radars do that for you.

Taking into consideration the pathetic range of the X-38, the only mission it is suitable for is a first-strike, sneak attack during peace time against an unsuspecting enemy.  In a declared war, it would be useless, because an enemy would never let the aircraft carrying an X-38 to get close enough to launch it, stealthy or not.
