Well, this subject would make an interesting sociology paper, post it when you're finished. I don't know if this completely applies to today's modern armies (including core professional soldiers in the PLA) because if conscription exists in those armies, it is for a short period. So career people are there because they want to be. Perhaps long term conscription is a key weakness of martial cultures? It is possible that successful empires of the past found ways around this by employing great strategy to cover up for shortcomings in the individual talents of the soldiers...those who didn't want to be in the military.
