The Israeli air force?s complete baffling of Syria?s air defenses late last year?as part of a raid on a suspected nuclear facility?may have some of its roots in the raids on Baghdad in 1991 and 2003. Washington winked at Israel?s attack and provided some arm?s-length support. Why? ?The Israelis can do things [in the region and within their political structure that] we sometimes can?t do,? says a senior U.S. Air Force official with long experience in clandestine operations. ?There was some help provided in discussing vulnerabilities and providing other knowledge [of Syria?s integrated air defenses and electrical grid]. What occurred isn?t inconsistent with what happened in Iraq twice before.? In Iraq, drones were used to lure enemy radars into giving away their positions and distract them from the actual raiding aircraft. Carbon-fiber warheads were used to shut down computers used for Iraq?s air defense integration (in 1991), and the U.S. apparently conducted a cyber-attack on municipal power distribution (in 2003) to turn lights off and on in various neighborhoods. There also were intimidating e-mail notes and phone calls to various officials and functionaries saying ?We know who you are, where you are and what you?re doing,? says a computer warfare specialist.
